I would also look into the possibility that it is a training rifle. Training rifles have Japanese characters branded into the stocks. The pictures don't show the markings on top of the receiver ring. These would spell out the model.

that looks like a Type 38 rifle (which would be 6.5 x 50 mm) that appears to be converted to a trainer. if that's the case, i believe it's smooth bore and not meant to fire anything other than blank ammo.
here's my Type 99 Long Rifle to compare yours to. there are some subtle differences. like mine has the sight ears and the stock drain hole above the crossbolt (which the Type 38 does not even have). also, the magazine floor plate release button on the type 38 is directly in front of the trigger (like on yours) and on the Type 99 it's under the stock.

I am no expert, or even knowledgeable, on Japanese WWII rifles. I bought what I thought was a long type 99, made by one of the naval arsenals. It turned out to be a trainig rifle made by Nipon Special Steel. Here are the receiver top markings from (top) Type 99, 7.7mm. (mid.) NSS trainer, no branding on stock. (bot.) Type 38, 6.5mm. HTH

Yeah, looks pretty certain this is a training rifle.
I found this thread on a different board that contains a photograp of one that is very similar to mine.
Yesterday's Weapons Forums View topic - Navy type 99 question
I'll have to wait for it to arrive to know what stamping is on the receiver.
