I'm thinking not Italianicon since Google shows the most prominent languages in Belgium are Frenchicon, Dutch, and Germanicon. Those all use terms other than "Cartuchos" for cartridges.

A Collector's View - The SMLE Short Magazine Lee Enfield 1903-1989. It is 300 8.5x11 inch pages with 1,000+ photo’s, most in color, and each book is serial-numbered. Covering the SMLE from 1903 to the end of production in India in 1989 it looks at how each model differs and manufacturer differences from a collecting point of view along with the major accessories that could be attached to the rifle. The writing is Spanish, I didn't say it WAS Italian, I just suggested Italy issued a cartridge like this. I wonder if these were loaded from fired cases by another entity other than FN? On the other hand, maybe the box and cartridges were brought together for display by some well wisher...
    Regards, Jim

FN likely had labels in many languages, depending on to where the cartridges were being exported.

The writing on the box is indeed Spanish "with wooden bullets". If there was an 'i' in madera it would be Portugese.
